污水处理总量与工艺分布:日本全国年污水处理总量约为155亿m³/a(截止2020年),显示出该国在污水处理方面的较高需求。在处理工艺方面,日本以传统氧化沟工艺、普通活性污泥法和深度处理为主,其中氧化沟工艺占比最大,广泛应用于小规模的污水处理厂。

日本污水处理现状与规模
日本全国年污水处理总量约为155亿m3/a(截止2020年),所使用的处理系统及工艺分布见表1和图1。总体而言,日本污水处理系统包括集中式和分散式两大类(图1a);全国平均污水收集处理率达87.6%,覆盖1.08亿人(图1b),其中,集中式污水处理占据主导(75.8%)。城市人口规模不同,污水处理采用的方法和比例差异明显。人口规模越大,采用公共市政管网和集中式处理的方式就越多;当人口规模大于5万人时,集中式处理占主导(>60.5%);当人口规模小于5万人且地域偏僻而不适合建设下水道管网时,净化槽等分散式处理设施则成为主要处理方式。值得一提的是,日本全国约12.4%的人口(1530万)正在使用可单独处理黑水的净化槽或“Vault toilet”,家庭灰水则不经处理直接排放。
日本目前共有2145座市政污水处理厂,应用数量前三的工艺分别是氧化沟、普通活性污泥法和深度处理(图1c)。其中,传统氧化沟工艺数量占比最大(973座,42.0%),广泛应用于≤1万m3/d污水处理厂。其次,普通活性污泥法数量为656座(占比28.3%),多应用于1~50万m3/d的水处理厂。然而,国人十分熟悉的A2/O工艺在日本仅有43座(占比1.9%),其应用数量还不及SBR工艺(75座)。尽管日本采用高级/深度处理工艺的污水处理厂数量为354座,占比14.2%,但是,采用MBR工艺的污水处理厂数量却少得可怜,仅有24座,处理水量多为仅为几百至上千m3/d小规模设施,最大一座也不过4万m3/d。
日本作为水处理膜生产和销售大国,拥有久保田、三菱、东丽等大型著名膜生产企业,但MBR工艺应用却极少(约1%)。显然,所谓节地、水质好的MBR工艺在国土面积狭小的日本并不广受待见。主要原因就是MBR单位电耗过高(0.4~0.8 kW·h/m3),是传统生物工艺的两倍(0.2~0.4 kW·h/m3)之多。即使采用各种方法来降低能耗,目标也只是与生物法最高能耗相当,难以进一步降低(图2)。此外,MBR处理能力受限于膜性能,对水量波动敏感,因此,还需设置足够容量调节池方能奏效。图3显示,经过50多年发展,应用雨污合流处理的污水处理厂数量从1950年代开始不断增多,至1970年代达到高峰(约100座);但此后应用不断下降,至2010年代后应用数量已极少,且基本都是分流式处理设施。
日本家庭分散式污水处理常用的净化槽(带曝气装置)安装只适用于远离市政下水道的农村及别墅,安装数量也只有不到总污水处置设施的1%,包括Tandoku-shori净化槽和Gappei-shori净化槽,分别用于黑水和混合生活污水处理。而且,对于采用“Tandoku-shori净化槽”和“Vault toilet”模式的家庭,灰水均是直接排放,无需处理。此外,日本对于净化槽的运维管理模式已相当成熟,由政府指定企业统一管理;每年定期清掏,清掏出的污泥会统一运送至集中处理中心进行无害化处理(图4)。

污泥处理现状
日本全国市政污泥产生量约为230万t/a(干基)(2020年),处理工艺经过多年来发展,已日趋成熟和稳定,工艺占比详见图5。其中,污泥直接焚烧工艺已成为主流。为了减少最终处理厂负荷,也为了形成循环型社会,剩余污泥处理一直以持续减量为规范。在10年内,污泥焚烧灰从50%增加到61%,熔渣从4%增加到9%;脱水污泥则从41%下降到26%,且由于缺少土地无法大量填埋和农用,而只能焚烧,如今最终污泥总干化焚烧率已达到80%以上。
此外,随着1996年污水处理相关法律的修订,引入了“污泥减量义务”,污泥填埋比例不断降低,至2007年降为约23%(图6)。污泥资源化率则逐渐提高,总回收率为77%,回收的污泥中约80%被用于制造建材。

与污泥焚烧工艺配套的是已经实际工程化的灰分磷回收项目,其中之一坐落于岐阜市。日本政府于2010年5月编制并出版了《污水中磷的利用指南》。2010年,岐阜市开始从污水污泥的焚烧灰分中全面回收磷,详见图7。利用氢氧化钠浸出灰分中的磷,并最终回收为羟基磷灰石(HAP),该全规模工厂每年可向农业市场提供400~500 t/a再生磷肥。作为碱法浸出的污泥灰分磷回收典型案例,还被收录于2019年在Springer出版的《Phosphorus Recovery and Recycling》书中。

污水厂设计与建设现状
秉持原则:
有效利用土地
对于位于城市区域的处理厂,考虑到周围环境,通常采用双盖式→地面上部有效利用作公园(如,名古屋等大城市)。
具备经济性
在大多数污水处理厂中,污水通过重力流收集,然后经过一次提升进行处理,并最终自然排放于河流或海洋。因此,有许多情况采用半地下结构(即,处理单元部分植入地下),以避免污水二次提升排放,同时,顶部加盖用于臭气收集并统一处理(图8a~b)。
日本全国范围内建造的完全式地下污水处理厂案例目前仅有3项,分别位于福冈县、川崎市和大分县(图8c)。其中,福冈县采用高能耗的MBR工艺;川崎市区建造的反硝化深床滤池深度达24 m,基建投资巨大;大分县则因地制宜,采取挖掘山体的建造模式,以减少基建投资和维持海岸线自然风景(图8d)。其余污水处理厂基本上采用加盖式的半地下式建造模式。显然,完全地下式污水处理厂建造在弹丸之地的日本似乎并不趋之若鹜,原因是投资大、能耗高。

北极星水处理网讯:1.日本下水道发展历程
日本的下水道发展主要分为三个阶段。初始阶段的主要建设目标是保持土地的清洁,因此只进行简单的污水和雨水处理。日本第一个下水道系统于1884年在神田地区建成,1900年日本制定了最早的下水道法。随后,日本于1922年设立了第一座污水处理厂:东京三河岛污水处理厂。随着二战后人口和经济的快速发展,用水需求急剧扩大,下水道的建设需求也随之增加。
因此日本下水道发展进入第二阶段的标志是1958年制定的新下水道法,其中将下水道的建设目的提升为“城市的健康发展”和“提高公共卫生水平”。由于在经济快速发展过程中出现了以“水俣病”为首的多种公害事件,政府将下水道法增加了“保护公共水域水质”条目,并促使日本下水道发展进入到第三阶段(1970年后)。
1970年日本召开了第64届临时国会(即“公害国会”),一次性通过了14部环境法律, 1970年后,下水道得到了极大的普及,日本的整体环境得到了显著改善。1970年的日本下水道的普及率由1961年的6%提升到了16%。此后一直稳步提升,至今达到了78.8%。90年代起,日本污水处理人口普及率也一直稳步提升。2005年开始,随着净化槽与农业集落排水处理设施等的出现,使该普及率进一步得到提升,至2018年末已达90.9%(图1)。其中在100万以上人口规模的城市的普及率达到99.6%。使用下水道的人口占比99.2%,净化槽等占比0.3%。可以看出,城市规模越大,污水处理普及率越高,使用下水道人口占比越高。城市规模越小,使用净化槽和农村集合排水方式处理污水占比越高。同时,日本的环境标准达标率也持续稳步提升,至今超过90%。
近年来随着暴雨频发、地震、温室效应的不断加剧,以及下水道设施老发、合流制溢流、及人手不足等问题,是日本下水道的发展与建设面临的重要课题。
2.现阶段日本下水道系统管理情况的介绍
为了改善生活用水、生活杂排水的处理情况,日本政府制定了关于下水道和下水道相关设施的“污水处理设施”的整备计划:由农林水产省负责农业集落排水设施、环境省负责合并处理净化槽、国土交通省负责公共下水道,分别进行相应的事业支援。同时,作为事业主体的地方公共团体,考虑到各污水的处理设施特性、经济性等,制定“都道府县规划”,总结出适合地区建设的最佳处理方式。经济上基本考虑了耐用年数的建设费用,以及维持管理费总成本。同时,各都道府县在规划制定时也需要各市町村参与讨论。在明确分工的基础上,有计划地确立和推进各种建设框架。同时,根据下水道法,为达到水质环境标准,跨越两个以上市町村水域时,都道府县有必要制定跨流域下水道综合整备计划。其中,在流域综合下水道发展计划纲要中,为达到环境标准水质所必要的污水处理厂的出水水质与水量,需要在下水道处理过程中,减少在流域内发生的污染负荷,达到满足环境标准的要求。日本所有公共水域都需要遵守关于水质环境标准中涉及居民健康的部分,而出于生活环境保护目的的环境标准,各公共用水域(河川、湖沼、海域)根据相应的水域类型(自来水、工业用水、农业用水、水产、环境保护等用水利用目的)适用的相关标准进行污水处理。
3.琵琶湖流域下水道案例介绍
3.1 琵琶湖介绍及琵琶湖流域总规划
琵琶湖是滋贺县、京都府、大阪府、兵库县1450万人的水源地。湖泊面积:约670.25km2,总蓄水量:约275亿m3(其中北湖:约273亿m3南湖:约2亿m3),水深最大达到103.58m,平均水深约41米。其中北湖43m,南湖4m。1970年代,由于日本经济的快速发展,琵琶湖的藻类增殖出现异常。1977年,琵琶湖发生了淡水赤潮;1983年出现了藻类爆发事件。为了防止赤潮,抑制使用含有磷的洗涤剂,市民发动了“禁止使用含磷肥皂/洗涤剂”运动,敦促政府制定了防止富营养化的有关条例并于1980年发布条例,滋贺县内不得出售含有磷的洗涤剂,并在日本首次对工厂废水排放中氮、磷的浓度进行限制。
下水道业务虽然是市政业务,但是为了有效地保护河流,湖泊和海洋地区的水质,必须在流域进行区域合作。因此,流域内制定更高级别的规划,以达到河流,湖泊和海洋的水质的相关环境标准。计划以20到30年为期,为达到并维持水质环境标准,制定包括除污水处理以外的措施,并将其反映在污水处理工程中,大约每10年进行一次检查。
实行流域总体管理规划(水质环境标准检查):将排放源分为生活源,工业源,农业源和自然源(森林等),调查从现在到未来的人口数量,农场数量和牲畜数量,以及废水和污染负荷的数量,计算(BOD,COD,T-N,T-P)。为了达到水质环境标准,使用上述数据预测公共水域中的污染负荷,并确定达到河流和琵琶湖水质环境标准所需的下游污水的排放量和处理方法,以及需要减少的负荷目标计划。
3.2 滋贺县下水道设施
1969年底大津市公共下水管道开始服务,而县域下水道始于1982年,目前的下水道普及率达98%,随着湖南中部(1982)、东北(1991)、湖西(1984)、高岛(1997)四个污水处理厂的投入使用,滋贺县下水道利用人口数量迅速增加,滋贺县污水处理人口的覆盖率(包括集体和个人类型)于2000年前后超过了全国平均水平,于2018年底已达98.7%,在日本47个县中排在第三位(全日本覆盖率为79.3%)。针对农村地区的20户或1000人以下的217个区域实行农村排水集落处理方式;并逐步推广合并净化槽在单独村户污水处理中的应用。
3.3 滋贺县水体水质变化
随着下水道系统的普及,未处理污染物排放量的显著减少,以及污水处理厂的处理水平的提高,琵琶湖的水质得到了改善。但从农田和牲畜等其他来源流入琵琶湖的污染物的流入量几乎没有变化,因此面源污染控制也是日本未来面临的重要课题。同时,随着琵琶湖污染负荷的削减,其入湖河流水质也得到迅速改善。
4.日本下水道污染控制技术介绍
4.1 合流制溢流污染控制
图6为合流式下水道改善工程的示意图。储存管分为上下两层,上层主要储存雨天合流制溢流污水,而下段为普通污水管,上段蓄留合流下水,再由水再生中心处理后放水。下段是污水管,可以实现到水再生中心的自然流出。
高速混凝处理技术的目的是减少SS/BOD的污染负荷。其处理流程如下:合流雨水依次进入加入无机混凝剂的凝集槽、加入细砂的注入槽、加入高分子混凝剂的混合槽,再经由沉淀槽,最后进行氯消毒排出。以流入水的浊度为指标调节混凝剂的添加量。其中雨水贮留管在当发生2 mm/ h及以上的降雨时进行拦截。此技术实际应用的污水处理厂设计覆盖人口105300人,计划面积1471公顷(内合流式155公顷),晴天最大处理能力88,400m/日,高速混凝沉淀处理能力74,448m/日。
4.2 污水污泥的资源及能源回收利用
近年来,日本污水污泥通过技术开发成为可再生能源。污水污泥中含有80%的有机成分。有机成分可以通过下水道沼气及污泥固型燃料等,转化为能源利用;也可以转化为肥料或作为土壤改良材料,进行绿色农田建设。其余的无机成分则可以添加或制成水泥原料、砖、骨材等。污泥的集中利用将有效提高其重新参与物质循环的效率。
截至2018年末,日本污水污泥的能源、农业再利用率达35%,其中能源利用占24%,包括占16%的沼气和占8%的污泥燃料、焚烧废热利用等;农业利用占10%。未能作为生物质利用的还有65%,而在日本全国的污水处理厂产生的污泥,总共拥有能发电约110万户的电力的能源,政府将进一步采取利用措施,增加使用效率。自2012年引入上网电价(FIT)系统以来,沼气发电的引入已迅速发展,现在已在100多个地区引入。另一方面,污泥焚烧发电的示范也是一个新的研究项目。比如1. 和歌山县和歌山市设置的阶梯式焚烧炉(由京都大学,日本下水道事业团,西原环境株式会社等联合开发,处理能力35吨/天,发电能力:100kWh/h),2.大阪池田工厂流化焚烧炉,处理能力25吨/天,发电能力25kWh/h。
4.3 再生水的利用
2017年度,日本的再生水利用率仅为1.4%左右,近年来一直持平。一半以上用作环境用水,例如景观用水和河道维护用水。其次作为城市用水占20%;虽然国外常见的农业用水占比不到10%,但近年来用于农业灌溉的应用实例也在逐渐提高。例如由京都大学,西原环境,东京设计公司设计的冲绳县糸满市再生水工程通过超滤膜过滤与紫外线消毒方式,将再生水用作农业用水。而东京都芝浦工厂则通过臭氧+陶瓷膜过滤手段将再生水用作城市用水。
4.4 磷的回收
日本几乎所有磷都依赖进口,但其有效利用量约为10%(主要是堆肥),同时日本约有10%的磷进口量流入下水道。因此,从污泥中再生磷并供给农业使用有很大的发展前景。兵库县神户市从消化的污泥中以MAP的形式回收,并用作大米和葡萄的肥料;岐阜县岐阜市磷回收工程通过碱抽提法从焚烧的灰渣中回收磷、并作为肥料出售。
4.5 技术示范项目(B-DASH项目)介绍
日本中央政府将主动在地方政府领域建立关于下水道的创新技术的大规模设施,以进行技术验证,创建和发布指南及在全国范围内部署。自2011财政年度以来,一直在实施下水道创新技术示范项目(B-DASH项目)。到2019财政年度,采用45种技术(全面示范)。国立土地与基础设施管理学院的网站上已经发布了24条准则。到目前为止已成为准则的B-DASH技术包括水处理技术、污泥处理技术、管道技术、以及防洪对策等。
