摘要:- 针对全国城镇污水治理设施建设、运行及投融资现状进行了统计分析,结果表明,截至2017年底,全国城镇累计建成运行污水处理厂8 591座,污水处理能力达2.3×108 m3/d,城市、县城、建制镇污水处理率分别为94.5%、90.2%和49.4%。分区域看,东部地区设施水平较高,中西部次之。城镇污水治理设施存在区域设施治理水平分布不均、配套管网建设滞后、部分地区污水收集率低、资金投入不足等突出问题。为推进城镇污水治理设施补短板,从政府、用户、社会资本、绿色金融四个维度提出资金筹措建议,以期为相关政府部门提供决策参考。
Abstract:- The statistical analysis has been carried on for the national municipal wastewater treatment facilities construction, operation and investment and financing situation. The results showed that by the end of 2017, 8 591 municipal wastewater treatment plants had been built, with the wastewater treatment capacity of 230 million m3/d. The wastewater treatment rate in cities, counties and towns was 94.5%, 90.2% and 49.4%, respectively. By region, the eastern region has a relatively high level of facilities, followed by the central and western regions. Municipal wastewater treatment facilities are facing with prominent problems such as uneven distribution of regional treatment facilities, lagging construction of supporting pipe network, low wastewater collection rate in some areas and insufficient capital investment. In order to strengthen the short-board points of municipal wastewater treatment facilities, suggestions on fund raising have been put forward from the four dimensions of government, users, social capital and green finance, so as to provide decision-making reference for relevant government departments.
