三年会战 市场机遇
党的十九大召开在即，回顾十八大以来，党中央、国务院审时度势，明确提出加快推进新型城镇化建设的重大战略部署，对新时期我国城市改革与发展提出了新的要求。城市交通在新型城镇化建设进程中应该准确定位，选择正确的发展战略，特别是要将以往城市交通作为配套设施被动适应需求，转变为主动引领导航城市空间发展布局，以确保新型城镇化建设目标的顺利实现。
近日，重庆市委召开常委会议，专题研究部署开展全市交通建设“三年会战”工作。会议强调，全市各级各部门要深学笃用习近平总书记视察重庆重要讲话精神，牢牢把握总书记对重庆“两点定位”的重要指示，抢抓战略机遇，补齐交通短板，按下“快进键”，跑出“加速度”，干出“好成绩”，全力以赴打赢全市交通建设“三年会战”，为推动重庆改革发展、建设内陆开放高地、全面建成小康社会奠定更加坚实的基础。
面对重庆市政建设大发展的重要契机，重庆市设计院第一市政设计院自2017年初成立以来，结合更加符合行业需求的发展方针，提前做好相关部署以迎接机遇与挑战并存的市场环境。“三年会战”大幕拉开伊始，第一市政设计院抓住市场脉搏，先期实现了大量前期项目的成果转化，为进一步的市场拓展打下了良好基础。
招贤纳士 团队建设
重庆市设计院历史悠久，发轫之始可追溯到20世纪20年代。1950年成立至今已有67年。市政分院作为相对年轻的部门，随着重庆市基础设施建设的逐步完善，近年来也发展迅速，人员和产值规模不断上升。新成立的第一市政设计院更是聚集了大量优秀的设计人才，成立之初便已是具有90余人规模的团队，其中工程师47人，高级工程师36人，教授级高工3人。分院领导高度重视人才梯队的建设，进一步引进人才充实队伍，通过良好的市场口碑、过硬的技术平台和具有竞争力的薪酬待遇吸引了重庆本地乃至全国各地的专业人才加入。分院刚成立即新引进人才10余人，其中不乏业内顶级高校的优秀毕业生和国内顶尖综合性设计院的成熟人才，大量新鲜血液的融入在提高第一市政设计院总体实力的同时也为将来的长远发展打下了坚实基础。
在各级设计人员优化配置的同时，第一市政设计院在总院的支持下，在原有构架基础上新近提拔了一定数量的优秀设计师为副主任工程师，加强了部门的设计质量把控，同时极大促进了技术骨干的工作热情，建立起了一支作风严谨、态度积极、充满活力并具备全方位设计能力的优质团队。
转变思路 技术经营
长期以来，市政类设计院大多通过“投标——设计”这一传统模式开展工作，第一市政设计院依托重庆市设计院的平台优势，在过去竞争相对较少的时期一直维持着较稳定的项目来源。

随着市场的不断发展，本地同业竞争以及外地大型设计单位的进入，原有的发展模式不可避免地带来了同质化竞争甚至是恶性竞争的弊端。为了适应新的市场环境，抢占发展机遇，我院市政部门近年来已开始通过“前期方案——投标/委托设计——设计——新方案挖掘”的循环模式进行布局，进一步对口业主服务，在前期方案取得良好反馈的同时争取更多的新增项目。这种环形闭合的经营方式避免了当前市场上低价竞争的怪圈，在保证设计质量的同时确保部门的产值收益，也得到了业主的认可。

在此方针指导下，第一市政设计院由部门领导牵头，在设计任务紧张且人员有限的情况下，抽调精兵强将组建了专门的前期方案组，对口市级城建主管部门和相关业主进行前期方案研究，极大地增强了部门的项目储备能力。通过项目前期委托，站在更高层面替甲方解决长远问题， 从单个项目的设计思路向更加具有系统性、前瞻性的大片区总体方案研究转化。
同时，为了提升方案设计质量，优化展现形式，进一步增强行业竞争力和话语权，第一市政设计院于2017年7月购买了德国VISSIM交通仿真软件。该软件可动态、逼真地模拟道路交通系统的运行状态，对交通拥堵改善、道路方案设计、交通组织和交通管理等方面进行方案比选和评价，为决策者提供直观的参考。到目前为止，已多次使用该软件为市建委领导进行方案展示和评估，在得到业主高度认可的同时也争取到了更多的业务机会，实现了部门生产的良性循环。

忙碌的2017年已过去大半，第一市政设计院按照总院的定位和市场布局，凸显自身优势，发挥团队实力，在部门新方针、新思路的指导下，市场拓展在“三年会战”的第一年便已初见成效。一批优质、高水平的设计项目通过前期跟踪和方案研究最终得到了设计任务，新进的方案研究则不断地从相关部门委托而来。

至2017年，第一市政设计院通过前期项目研究直接或间接获得设计业务的项目包括渝黔高速复线连接道项目、白市驿隧道项目、七纵线曾家至走马段、沙坪坝区西永组团Ah、Ag、Af、H标准分区及对外连接道路工程项目设计（四标段）、巴南区华熙体育中心周边路网优化方案设计项目、大渡口区金家湾立交改造工程、云阳水口工业新区一期基础工程、云阳县新县城东出口安全通道、云阳北部新区迎宾大道改扩建工程、万达文旅城基础设施建设项目市政道路工程以及沙坪坝区海绵城市建设专项规划和云阳县中心城区综合管廊专项规划等。项目来源包括了市级、区级和地产企业层面，项目类型涵盖了主城区快速通道、穿山特长隧道、片区路网优化整治、节点立交改造等城建项目以及海绵城市、综合管廊等规划项目，工程复杂性和总投资都较以往有不小突破，凸显了第一市政设计院在市政行业的影响力。
