生态环境中心以“国家生态环境安全与可持续发展”为战略主题,充分发挥环境科学、环境工程和生态学三大学科的综合优势,将国际环境科学与生态学研究前沿与国家环境保护与生态建设的重大需求紧密结合,不断突破关系到国家生态安全、环境健康和可持续发展的重大科学理论和关键技术,为我国生态文明建设、实现人与自然和谐共生做出基础性、战略性、前瞻性科技创新贡献,将生态环境中心建设成为我国生态环境科学应用基础研究和技术创新基地、高级专门人才培养基地,成为国内一流、国际上有重要影响的生态环境科学与技术综合性研究机构。
2022年,生态环境中心坚持以习近平新时代中国特色社会主义思想为指导,学习宣传贯彻党的二十大精神,深入贯彻落实“四个率先”和“两加快一努力”目标要求,始终牢记“国家队”“国家人”的职责和使命,围绕“十四五”规划,聚焦主责主业、狠抓工作落实,积极承担国家重大科技任务,着力推进国重实验室重组,全力统筹各项工作全面协调发展,为国家生态文明建设和美丽中国建设提供了重要科技支撑。中心“十四五”规划和任务书首批获得中科院批复,在资源生态环境领域排名第一;探索研究所深化改革的体制机制,“深化科研院所改革 提升原始创新能力”改革试点任务书顺利通过院审批;中心“十四五”取得良好开局,新牵头承担国家重点研发计划“典型脆弱生态系统保护与修复”“长江黄河等重点流域水资源与水环境综合治理”和“大气与土壤、地下水污染综合治理”专项9个项目,课题20项;牵头承担国家自然科学基金“大气霾化学”基础科学中心项目;牵头承担科技部第二次青藏科考研究任务三“生态系统与生态安全”“污水新冠病毒监测预警体系构建与示范”应急项目课题2项;在“京津冀协同发展”、黄河流域生态保护和高质量发展、污染防治攻坚战、科技支撑“一带一路”倡议中发挥重要支撑作用。
生态环境中心共有11个实验室,其中3个国家重点实验室、1个国家工程研究中心和2个院重点实验室。分别是环境化学与生态毒理学国家重点实验室、环境水质学国家重点实验室(环境模拟与污染控制国家重点联合实验室)、城市与区域生态国家重点实验室等3个国家重点实验室,工业废水无害化与资源化国家工程研究中心,中国科学院环境生物技术重点实验室和中国科学院饮用水科学与技术重点实验室等2个中科院重点实验室;另有大气环境与污染控制实验室、水污染控制实验室、土壤环境科学与技术实验室、环境纳米技术与健康效应重点实验室、固体废弃物处理与资源化实验室等5个所级实验室。设有文献信息与学术传播中心、大型分析仪器实验室、二恶英实验室、水质分析实验室和北京城市生态系统研究站。组建有“持久性有毒污染物形态、环境过程与毒理效应”“环境微界面过程与污染控制”“土地利用与生态过程”“持久性有毒污染物的环境过程与毒理效应”和“环境污染与健康危害”等5个国家基金委创新研究群体和“持久性有毒化学污染物”“生态系统过程与服务”“饮用水安全”等3个中国科学院创新研究团队。二恶英实验室为国家实验室认可和计量认证实验室、水质分析实验室为计量认证实验室;联合国环境规划署持久性有机污染物分析示范实验室落户生态环境中心、住房和城乡建设部农村污水处理技术北方研究中心依托生态环境中心、国家林业和草原局-中国科学院国家公园研究院依托生态环境中心。生态环境中心与南澳大利亚水务公司共建国际水科学技术中心,与挪威共建中-挪环境综合研究中心,与横滨国立大学联合共建亚洲国际生态环境安全管理中国联合研究中心,与中国节能投资公司共建中环水务-生态环境中心联合研发基地,与盐城、石家庄等共建环保技术研究基地。生态环境中心是农业部批准的农药登记残留试验认证单位之一。
截至2022年底,生态环境中心共有在职职工519人,包括中国科学院院士3人、中国工程院院士2人、发展中国家科学院院士4人,研究员及正高级工程技术人员134人、副研究员及高级工程技术人员150人;“千人计划”及海外优青12人,中国科学院“百人计划”入选者27人,杰青23人、优青30人、“万人计划”领军人才9人、青年拔尖人才7人,入选国家“百千万人才工程”6人。
生态环境中心是国务院学位委员会批准的硕士学位(1980年)、博士学位(1986年)授予单位,是中国科学院博士生重点培养基地。具有环境科学、环境工程、生态学、分析化学、有机化学、环境经济与环境管理等6个专业博士学位点,环境科学、环境工程、生态学、分析化学、有机化学、环境经济与环境管理等6个学术型硕士学位点,环境工程、生物工程等2个专业型硕士学位点。设有环境科学与工程、生物学、生态学博士后流动站。1998年被评为中国科学院博士研究生教育重点培养基地。截至2022年底,共有在学研究生900人,其中硕士生341人(含留学生15人)、博士生559人(含留学生20人);另有在站博士后250人。
2022年,生态环境中心共有在研项目及课题732项(新增152项);承担国家重点研发计划项目33项(新增9项)、课题105项(新增20项);承担国家自然科学基金重大项目及课题18项,国家重大科研仪器研制项目4项,重点项目45项(新增2项),杰出青年科学基金项目26项(新增2项),创新研究群体5项,重大研究计划21项(新增1项),优秀青年科学基金项目31项(新增3项),面上项目651项(新增48项);承担中国科学院战略先导专项(B类)专项2项、院前沿科学重点研究项目8项、院基础前沿科学研究计划“从0到1”原始创新项目3项;承担改善科研条件专项科研装备项目6项。
2022年,生态环境中心牵头及合作获得了26项省部级及行业部门重要科技奖励,其中省部级一等奖7项,傅伯杰院士获2022年“发展中国家科学院—联想科学奖”。朱永官院士获2022年国际土壤科学联合会李比希奖。司法鉴定中心和焦文涛研究员分别被评为2021年海淀区“优秀司法鉴定机构”和“优秀司法鉴定人”;生态环境中心有7个学科在ESI进入全球前1%,“环境与生态学”领域名列全球前1‰,在国内位列第一;“中国生态系统管理对碳中和的贡献”入选2022年度中国生态环境十大科技进展;举办首届环境与健康论坛暨Environment & Health新刊发布会;甘露润民团队获中国科学院“科技创新先锋团队”;环境化学第一党支部、水质学第一党支部、生态学第一党支部获得中央和国家机关四强党支部。
2022年,生态环境中心相关技术为水、大气、土壤污染治理提供了重要支撑,环境化学与环境毒理、生态安全格局、生态产品价值(GEP)核算与实现机制等领域的研究取得突破进展。从动物水平揭示了纳米二氧化硅通过吸附并耗竭功能性蛋白质、诱导心血管损伤的新机制,为评估纳米颗粒暴露诱导的心血管毒性效应提供了新的思路;定量揭示了中国生态系统管理对减缓气候变化的贡献,被评价为“对理解自然在中国应对快速气候变化中的作用至关重要”“对发展自然气候解决方案科学具有深远的意义”;牵头完成的《生态产品总值(GEP)核算规范》由国家发改委与国家统计局联合发布在全国应用;受全国人大环资委委托,牵头编制了《青藏高原生态保护法》草案(建议稿)及《青藏高原生态保护法重点问题研究报告》,为青藏高原生态保护的法制化提供了重要支撑;牵头完成国家公园体系规划与试点评估;牵头完成的“黄河流域国家级自然保护区管理成效评估”,为黄河流域自然保护区规范化的建设与管理提供了重要支撑;发现了大气OH自由基生成的新机制,证实黑碳具有重要催化氧化性能,为大气污染控制和大气化学研究提供了新思路;合作研发了满足国六标准的柴油车后处理系统,解决了卡脖子技术难题,在国产柴油车上应用超过20万台,实现了NOx和颗粒物的高效净化;南水北调入京水源安全高效利用技术成果在南水北调干渠和北京市供水系统得到规模化应用,并推广应用于上海等全国82家供水单位,支撑了《生活饮用水卫生标准》(GB5749)等6项国家/行业标准、指南制/修订。
2022年,生态环境中心(第一作者单位)SCI论文1389篇;申请专利220件,其中发明专利198件;获专利授权127件,其中发明专利104件;出版专著12部。
2022年,生态环境中心国际合作与交流积极推动线下交流活动有序重启,继续夯实海外科教基地建设,全力推进后疫情时代国际交流与合作取得突破性进展。派出疫情以来的首个代表团访问埃及,推动中埃水与环境领域科技合作,被中国驻埃使馆评价为“后疫情时代中埃科技合作的‘破冰之旅’;积极开展与香港特别行政区政府环境保护署在污水流行病监测研究等方面的科技合作;作为国家“一带一路”高质量发展在生态环境领域的重要科技支撑力量,依托“中国科学院-发展中国家科学院水与环境卓越中心”,持之以恒为解决“一带一路”沿线国家重大民生问题,政产学研协同推进疫情之下的“一带一路”水与环境科技合作不断走向深入外籍专家扎根中心,合作创新成果突出。
2022年,生态环境中心结合区域发展战略,积极对接地方政府,组织科技成果交流对接与合作,在生态规划、山水林田湖草沙生态修复、大气污染治理、土壤污染修复和固体废弃物处理与资源化等方面,通过提供科学高效的科技服务及成果转化,服务地方高质量绿色发展。比如为北京、南昌、拉萨等地开展核算并打造服务平台,支撑“绿水青山就是金山银山”理论践行和实施;加强与行业龙头企业的交流与合作,服务行业的转型升级和可持续发展。比如与国投生物签署协议,开展生物乙醇重整制氢研究,支撑绿色能源发展和双碳目标实现。在长江大保护和黄河流域生态修复和高质量发展方面,继续发挥国家科技战略力量的支撑作用,继续牵头南昌、常德两座城市的长江大保护驻点跟踪研究工作,并承担长江流域突出环境污染治理与生态修复技术专题的生态环境保护修复绿色低碳关键技术筛选与实证课题,同时黄河驻点工作也在积极有序推进。
生态环境中心是中国生态学学会、国际环境问题科学委员会中国委员会的挂靠单位。负责编辑出版Journal of Environmental Sciences(SCI和EI收录)、《生态学报》《环境科学》《环境科学学报》《环境工程学报》《环境化学》《生态毒理学报》和Ecosystem Health and Sustainability(SCIE收录)等8种自然科学学术期刊,国际刊物Environmental Science & Technology Asian Office、国际水协会IWA Beijing Office、国际环境问题科学委员会SCOPE Beijing Office设在生态环境中心。2022年,生态环境中心33位科学家分别在国际地理联合会、太平洋科学协会、国际生态学协会等59个国际重要组织担任主席、副主席等重要职务,23位科学家在Environmental Science & Technology,Sustainability Science等91个重要国际学术期刊中担任主编、副主编。
