(二)项目建设条件及前期工作情况:随着城市建设的迅速发展，城市人口快速增长，城市人口达36万，流经城区的耒河污染严重，水质恶化，严重影响人民群众的生产生活。为达到发展经济与保护环境同步进行，耒阳市必须尽快兴建一座日处理污水6万吨规模的污水处理厂。目前，该项目已完成了初步规划与设计、可行性研究报告、环境评估报告的编制，可经耒阳市发改委（2006）069号文件批准立项。

2、Project Construction Condition and Earlier Period Work: With the rapid development of urban construction, the population increases so rapidly that 360, 000, people live in. About 50,000 tons sewage discharge intoLeishui River every day. The river flowing through the urban has been seriously polluted, and the water quality became worse and worse, which has seriously affect people’s daily life. In order to achieve win-win situation between economic development and environment protection, it has to construct a sewage factory for treating 60,000 ton sewage per day soon. Currently, it has completed its plan and design, feasibility study, and arrangement of environmental assessment report. Project has been approved by Leiyang Development and Reform Commission according with No. 069(2006) document.
